Luigi Lucioni was born in Malnate, Italy.  He moved with his family to the United States in 1911, settling in New Jersey.  At the age of 16, he enrolled at Cooper Union, where he studied for four years, supporting himself by working as a commercial engraver.  After five more years of study at the National Academy of Design, Lucioni began an etching career.  In 1924 he won a Tiffany Foundation Fellowship and returned to Italy to study the Italian Primitives, whose clarity of vision would influence his own art.

When he returned to the United States, Lucioni divided his time between New York City, where he taught at the Art Students League, and Vermont where he spent his summers.  His Vermont landscapes show an uncompromising commitment to an almost photographic realism.  In addition to his superb skill as a draftsman, Lucioni was a master at color.  View of the Valley is notable for its subtle juxtaposition of a variety of related tones.  Like each canvas he completed, it blends razor-sharp outlines, sophisticated color modulations, and a light which reveals all.
